Jesse Leighton
In 2008 after leaving DHHS, Jesse Leighton formed HealthCare Futures Associates and has provided consultation to primary care associations and community health centers across the country. He provides leadership training to boards of directors and executive staff and develops strategic plans in accordance with CHC Program requirements. In addition he reviews corporate bylaws, health center organizational structure and QA plans to meet Federal Torts Claim Act (FTCA) requirements. He engages in conflict resolution between boards of directors and executive staff.
For over 30 years in the DHHS/Health Resources and Services Administration (HRSA) Philadelphia Regional Office, Jesse Leighton held leadership positions in the Community Health Center program and coordinated activities with health professions training program, MCH, Ryan White/HIV AIDS program and substance abuse programs. He demonstrated his leadership ability as state team coordinator which included collaboration and planning with state health departments and primary care associations resulting in the development of state strategic plans to increase access to health services in underserved areas and integrate the federal, state and local services in the identified priority areas. He was responsible for administration of the $35 million community health center program at the state and regional level.
As the Team Leader, he conducted Primary Care Effectiveness Reviews that included the total site operations. He advised community groups, hospitals and local community health centers how to meet program regulations which addressed governance, managerial, fiscal, and clinical issues. He advised boards of directors, executive and medical directors to develop and implement Quality Assurance plans, the credentialing of providers, scope of services and all requirements for FTCA deeming. He provided consultation to new start FQHCs to assure they were financially sound and met the health care needs of the population in medically underserved areas.
